A North Korean apartment building under construction in Pyongyang collapsed, garnering a rare public apology in the North's state-run Korean Central News Agency.

It's believed hundreds may have died in that collapse because it's not unusual for people to begin living in apartments before construction is complete.

The building was 23 stories high and could have housed as many as 92 families.

The accident was reported on by the Korean Central News Agency, which gave no death toll. But the agency said it was "serious" and had upset North Korea's leader Kim Jong Un.
